You underestimate how long he has been failing to deliver and how much he has damaged Xbox.
He was put in charge of Microsoft studios in 2008 an before that had been in charge of their European studios (Lionhead, Rare) since 2001.

He is coming for damage control and then in next Xbox showcase, he will show smoke and mirrors (as usual) and xbots will cheer for him again and forget about the fuckups till next L comes.

Well Xbox owners got bad news yesterday and many didn't notice. The "Xbox" showcase won't be about Xbox again the whole time. The show will also focus on PC and Cloud.
You could say that all those games will also hit Xbox..However, look at last year's showcase, and there were a few segments of games that will never hit the Xbox ecosystem.

I think he got the award because he is well liked amongst the press and other media figures of the industry. So yes, basically just for giving them stuff. There is a cult of personality around this guy.
Yet, they can't prop Xbox enough to bring in sales that make them market leaders.
He will say whatever the audience wants to ear or a bunch of weasel words so that they can be interpreted however they want, but without it being a lie if the target is not met.
