Ghost of Tsushima had many themes one of them being the creation of one's legend. So with that in mind it makes sense for the sequel to take place many years later in which Jin cemented himself in myth and stories and became a legend himself. I expect many references to him in this game.
This should have happened in 2011/2012 when everyone was begging for one and the series was still at its peak.
It is now similar to the Assassins creed series. Even the Infamous series to an extent.
New protagonists with their own stories which I prefer.

The 2nd invasion was a much smaller story. They could probably get through that with a small story snippet in the sequel or a DLC.
