Yes, but the platform choice is in most cases with the part that receive the license to make the game (LEGO).
The LEGO engine team choose which license IPs they want and go to the owner to make a deal.
That is how all LEGO games works.
The decision of the platform could be in the licensing deal or LEGO own choice.
Because it is their game.
It is like Sony licensing Spider-man IP to make Spider-man games... they choose the platforms... not Marvel.
Unless of course there is something already put in contract to make the deal.
So many excuses, poor Sony, they couldn't get their way.

Spider-man is a Sony game with Marvel's IP license.
Lego Horizon is a Lego game with Sony's IP license.
We are talking here about a 3rd-party game using a Sony's IP license.
Can exists in contract clauses that can say which platform Lego can release the game but if there is not all the decisions are on Lego side... not Sony.
Except for the in contract clauses made when they set the deal Sony can't take any decision because it is not their games.
Lego's games is a franchise already stabilized that uses 3rd-party IPs.
